CARB’s New Regulations Affect Everyone — Not Just Older Motorhomes
As of January 1, 2025, California’s new Clean Truck Check program requires all diesel motorhomes over 14,000 lbs GVWR — regardless of model year — to:
Register in CARB’s new Vehicle Inspection System (CTC-VIS)
Pay an annual compliance fee ($31.18 in 2025)
Undergo yearly emissions compliance testing
(either On-Board Diagnostics (OBD) testing or smoke opacity testing, depending on engine type)
❗ This impacts both older and newer motorhomes — no diesel RV is exempt.
If your diesel motorhome operates in California, even part-time, you are now subject to these new requirements.
Failure to comply can lead to DMV registration holds and enforcement actions.
California is just the beginning.
Ten other states have already adopted CARB’s emissions standards — or are in the process of adopting them.
Together, these 11 states represent 32% of the total U.S. population.
This movement is not isolated.
It has national consequences — threatening diesel RV owners across the country.

Another letter that can be used. It is OK to send as many as you like. They are different, but all relate to how illogical it is to compare motorhomes to commercial freight trucks and regulate them the same way.
Diesel Motorhomes have always been exempt ! CARB started emissions testing diesel motorhomes in 2025.
Below is a chart from the Environmental Protection Agency in 2019 showing where the greenhouse gas emissions are coming from. Motorhomes are such a minor contributor that they don't even rate a distinct category. Assumably, they are included in the 21% Medium and Heavy Vehicles numbers, and of that category, they represent less than 1/2 of 1% according to RVIA (RV Industry Association).
It is obvious why they were exempted. The impact of diesel motorhomes is minimal, and being regulated along with commercial trucks is disproportionate due to the comparison of how many miles per year each is driven. Commercial trucks are driven tens, even hundreds of thousands of miles annually, whereas privately owned motorhomes are driven on average 3,000 to 7,000 miles annually.
They are used on average 25 days per year.
